Disabled parking bays help blue badge holders park closer to home.
You can only apply for a disabled parking bay if:
- you or someone you live with has a permanent disability and is a blue badge holder,
- a vehicle and driver are registered at the address, and
- there are no off-street parking facilities, like a driveway or hard standing.
To apply, the blue badge holder must also:
- be 65 or over,
- be getting the enhanced rate mobility component of the Personal Independence Payment (if under 65),
- be getting the War Pensioner's Mobility Supplement, or
- have other exceptional circumstances.
Examples of exceptional circumstances could be having behavioural or learning difficulties which mean a person cannot safely be left unattended during transfer between home and car, or needing mechanical assistance. For example:
- a wheelchair,
- callipers,
- prosthetics,
- special lifting equipment, or
- oxygen supply.
Required documents
In your application, you will need to provide a copy or clear image of the V5C Vehicle Registration document (logbook) or the RSA Motability Schedule.
If you tell us in your application that you get the enhanced rate mobility component of the Personal Independence Payment, you will also need to provide evidence of this.

What happens after I apply?
We will assess your application. If we need more information from you, we will contact you to ask for this.
When we receive an application, we will consider whether:
- the criteria have been met (including any necessary evidence),
- the proposals would affect traffic flow or safety,
- there is funding available, and
- the bay can be installed in line with traffic regulations.
We will also visit the location to see how busy the road is for parking. If there is space available within 25 metres of your home at the time of the surveys, we will not normally accept your application.
We will contact you to let you know the outcome of your application.
How long does it take to get the bay?
Although we try to deal with every application as quickly as possible, the process can take up to 18 months. It involves consultation with different bodies and making a traffic regulation order.
We will always try to position the bay in front of your home, but this may not always be possible.
If we cannot do this, we will contact you to suggest another location.
Who will be able to park in the bay?
A disabled bay can be used by anyone displaying a valid blue badge.
What if this parking bay is not needed anymore?
If you no longer need your bay, please contact us and quote your reference number. The process to remove a bay will need public consultation and a traffic regulation order.
