These terms and conditions must be read and agreed to by the Permit owner or holder. The council reserves the right to amend these terms and conditions at any time.
General
1. Resident parking permits are only issued to residents of properties that are part of a residential parking permit scheme, in accordance with the County Council of the City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 (as amended or subsequently changed or re-consolidated from time to time).
2. Permits are for use by residents when using their own vehicle to park within the permit parking bays, area or zone where they reside. Permits are linked to the resident's property and are subject to proof of residence, which must be your primary residence. You cannot have a resident's permit for more than one property or zone.
3. For a permit to be valid any evidence provided in support of an application must be correctly uploaded in the requested format, clearly legible and confirm that you meet the eligibility criteria. The Council reserves the right to request further documents at any time to check that you are eligible for a permit.
Validity of permits
4. The vehicle must be properly taxed and insured for use on the highway and:
a) In the case of a passenger vehicle, must not be able to carry more than 12 passengers .
b) In the case of a goods vehicle, must not exceed 2.44 metres in hight and/or 5.49 metres in length .
c) Must not be a caravan or carrying a trailer.
d) Must be registered or kept at the address for which the application is made.
5. A maximum of 2 resident permits are allowed per household at any one time. If both paper permits and digital permits are obtained, then only the first two permits issued will be valid.
6. Permits are non-transferable (for example from one person to another or if you move address). You must cancel your permit via your MiPermit Cardiff account should you move property, otherwise it may be cancelled by the Council without notice and you will not be entitled to a refund.
7. The vehicle registration mark of any nominated vehicle must be entered fully and correctly. Any errors will invalidate the permit.
8. Permits are only valid between the dates and the times as detailed on the permit. Renewal reminders may be sent as a courtesy but are not a legal requirement. You remain fully responsible for permit renewal. If a vehicle does not have a permit then an alternative and lawful parking place must be found.
9. Permits remain the digital property of the Council, and the Council may cancel a permit at any time and for any reason where the Council determines that it is reasonably necessary to do so. Notification will be given to the permit holder.
Use of permits
10. Resident permits are only valid for parking within resident permit holders' only and shared use parking places on the street/s or zone/s named on the permit. Regulatory signs in the area will indicate where you can and cannot park and must always be complied with.
11. Parking permits are only intended to give priority parking to permit holders. They do not guarantee a parking space and are not intended to solve all parking problems.
12. Any vehicle parking within a parking bay must ensure that every part of the vehicle stands within the limits of the bay markings.
13. The driver of a vehicle must comply with any direction given by a Police Officer, PCSO or Civil Enforcement Officer (such as an instruction to move the vehicle), even when a vehicle has a valid permit.
14. The Council may suspend the use of any parking place where necessary. Suspended parking will be indicated by yellow suspension signs in the area and a permit is not valid in a parking place where parking has been suspended.
Enforcement of permits
15. A parking permit is not a licence to park anywhere, and does not grant permission to park on yellow lines, in bus stops, on clearways, or zig-zags.
16. Permits cannot be resold, exchanged or provided to anyone for personal or financial gain or reward.
17. You must ensure these terms and conditions are complied with otherwise a Penalty Charge Notice (PCN) may be incurred.
18. It is the responsibility of the permit owner/holder to ensure that any other person in charge of the vehicle is fully aware of these terms and conditions.
19. Misuse or fraudulent use of permits is a criminal offence and may also result in the suspension or cancellation of the permit owner's account, the cancellation of any permits associated with that account and the denial of applications for new permits.
Refunds
20. Refunds will be provided for any full months remaining on permits that are no longer required. An administration fee of £5.00 will be charged for all such refunds.
