The Local Growth Fund (LGF) is funded by the UK Government and delivered in Wales by the Welsh Government. The programme provides a mix of capital and revenue funding to support long-term economic growth, productivity and regional development.
The Welsh Government has published a national Local Growth Fund Investment Plan for Wales, setting out the strategic framework for investment across the four Welsh regions.
The plan is designed to strengthen regional economies by supporting investment in productivity, better-paid jobs, business growth, skills and strategic infrastructure. Regional delivery plans will reflect local opportunities, challenges and priorities.
The fund will help Wales to:
- boost productivity and support sustainable economic growth
- help businesses to grow, innovate and become more competitive
- increase skills and support people to get into good-quality employment
- invest in strategic infrastructure that creates regional economic opportunities
The 3 investment priorities are:
- research, development and innovation, and business competitiveness
- skills and employment
- strategic infrastructure
Wales has been allocated £546.5 million through the Local Growth Fund over three years, between 2026 and 2029.
Cardiff Council will work with Welsh Government, the Cardiff Capital Region and regional partners to help shape and deliver investment that reflects local needs, regional strengths and opportunities for growth.
In South-East Wales, investment will be focused on activity that contributes to the Fund's priorities, including support for productive and competitive businesses, skills and employment, and strategic infrastructure.
Regional plans will determine how funding is allocated to specific projects and programmes.
