Pentyrch and St Fagans: Pentyrch Primary School - highways improvements

​​​​​​​​​We are informing residents about plans to make changes to the highway on Bronllwyn, Pentyrch outside Pentyrch Primary School.   
There is an existing priority narrowing near the school which reduces 2-way traffic flow down to single file. We propose to remove this feature and replace it with a tabled zebra crossing. 

Priority narrowings can impede traffic flow. They can also lead to:

  • driver agitation, and

  • bus journey time delays. 

Removing the priority narrowing will improve bus journey time reliability. 

We are also proposing to get rid of the layby on the western side of the road outside the school to create a wider footway. We will resurface the footway on the eastern side of Bronllwyn and introduce drop kerbs and tactile paving, at the junction with Heol-y-Bryn.

These new measures will improve pedestrian crossing facilities in the area and assist in reducing vehicle speeds along Bronllwyn. This will help create a safer highway environment for all users, particularly those attending Pentyrch Primary School. 

We are also proposing new parking and loading restrictions. These will require a Traffic Regulation Order (TRO), which will be subject to a separate consultation as part of the legal TRO process.

These improvements are supported by the Welsh Government's Active Travel to Schools fund.

We will consider all comments. While we will not be able to provide individual responses, we will add all raised issues to the consultation report. This will be available online or by request in due course.

This is where a zebra crossing includes a speed table, or is sited at a tabled (raised) junction, either on its own or as part of wider traffic calming.​


This is a form of traffic-calming where build-outs narrow the road so that only 1 vehicle can pass at a time. In all new road-narrowing schemes, 1 direction is given priority. These narrowings also help pedestrians to cross, as the road is narrowed, improving visibility. 

They are most effective where a similar number of vehicles use the road in both directions and there are roughly 10 to 20 vehicles per minute, during peak hours. ​

This is a variation of the speed hump, where the top of the tabled (raised) area is over 2 metres wide. This causes less discomfort to bus passengers as the rise and fall actions are separated by the level section. 

Speed tables are sometimes used in conjunction with pedestrian crossings to reduce speeds and to make the crossing more noticeable to drivers.​


This is a section of widened footway. 

We can use build-outs to:

  • reshape junctions, 
  • define parking areas, and
  • reduce distances for pedestrians when crossing.

They can improve visibility for everyone. ​

This is a legal document that lets us regulate use of the highway. 

TROs apply to the regulation of speed, weight, movement and parking of vehicles, as well as regulating pedestrian movement and cycling.
