Complex learning needs and autism provision

​​​​On 20 June 2024, the Cabinet agreed to:

  • Establish a 20 place Specialist Resource Base for Autism at Coed Glas Primary School from September 2024, within the existing buildings. 

  • Establish a 20 place Specialist Resource Base for Complex Learning Needs and/or Autism at Greenway Primary School from September 2024, within the existing buildings. 

  • Establish a 20 place Specialist Resource Base for Complex Learning Needs and/or Autism at Severn Primary School from September 2024, within the existing buildings.

​​​On 21 March 2024 the Cabinet agreed for the Council to progress to the next stage and issue legal Statutory Notices following a public consultation on proposed changes to Additional Learning Needs Provision. 

The notices for proposed changes to Coed Glas Primary School, Greenway Primary School and Severn Primary School are live from 10 April 2024 and allow a period of 28 days for formal objections to the proposals up to and including 7 May 2024. 


Objections should be sent to the Director of Education and Lifelong Learning, Cardiff Council, County Hall, Atlantic Wharf, Cardiff CF10 4UW. 

Objections may also be sent to the Director of Education and Lifelong Learning, Cardiff Council by emailing SchoolResponses@cardiff.gov.uk​.

Please note that any such objection sent by e-mail must contain the full name and postal address of the objections.



​A report on the consultation on proposed changes to provide high quality primary specialist school places for children and young people with Additional Learning Needs will be considered by the Council’s Cabinet at its meeting on 21 March 2024.​

The report informs Cabinet of the responses received during the consultation, the issues raised, the Council’s response to these and recommendations on the way forward.

In the report, Cabinet is recommended to authorise officers to publish statutory notices to:

  • establish a 20 place Specialist Resource Base for Autism at Coed Glas Primary School from September 2024, within the existing buildings. 
  • establish a 20 place Specialist Resource Base for Complex Learning Needs and /or Autism at Greenway Primary School from September 2024, within the existing buildings. 
  • establish a 20 place Specialist Resource Base for Complex Learning Needs and/or Autism at Severn Primary School from September 2024, within the existing buildings.

What is being proposed?


To meet the increasing demand for Specialist Resource Base places for primary aged learners with Complex Learning Needs and/or Autism, the Council is proposing to:

  • establish a 20 place specialist resource base for Complex Learning Needs and/or Autism at Coed Glas Primary School from September 2024, within the existing buildings. 
  • establish a 20 place specialist resource base for Complex Learning Needs and/or Autism at Greenway Primary School from September 2024, within the existing buildings. 
  • establish a 20 place specialist resource base for Complex Learning Needs and/or Autism at Severn Primary School from September 2024, within the existing buildings. 


The consultation runs from 20 November 2023 to 19 January 2024 and is an opportunity to learn about the proposed changes, ask questions and to make comments.​
